Le contexte Sopra Steria accompagne de longue date les collectivités territoriales (communes, intercommunalités, départements, régions) dans leur transformation numérique. Nous construisons aujourd'hui une offre de plateforme d'IA souveraine dédiée à ce secteur: un socle technique réutilisable, décliné sur un portefeuille de cas d'usage à fort impact (subventions proactives, instruction d'urbanisme, lutte contre le non-recours aux droits, conformité réglementaire, etc.), plutôt qu'une succession de projets sur-mesure non capitalisables. Le projet est structuré en paliers d'investissement progressifs: un cadrage initial et le choix d'un cas d'usage pilote, puis la construction d'un MVP technique sur données réelles avec un client pilote, avant l'industrialisation d'un socle mutualisé…
